DG Teoh Kwan Swee
EX-OFFICIO, District 3300
DG Teoh Kwan Swee or otherwise known as KS hails from humble roots in a small village called Chui Chak which is not far away from Teluk Intan. Graduated from the University of Malaya in 1976 with an honours degree in Economics, he started his career as a Statistician in Jabatan Perangkaan Malaysia and later joined the banking industry only to leave to be on his own in multiple businesses after more than 30 years in the banking line.
DG Teoh is married to Rotarian Tan Ooi Kim who is a retired teacher and they are blessed with 3 children and 3 grandchildren. He was the president of the Rotary Club of Bukit Bintang in RY2011-12, Chairman of the Past Presidents Council in RY2014-15 and RY2017-18, Chairman of the District Dengue Task Force in RY2013-14, Chairman of the District Economic and Community Development Committee in RY2014-15, Assistant Governor in RY2015-16, Chairman of the District Membership Growth and Retention Committee in RY2016-17 and Membership Development & Extension Chair in RY2017-18. He was District Governor in RY20-21 and District Trainer for the current year before he had to take on the responsibility of Governor for the second time. DG Teoh is also a trustee of Yayasan Kelab-Kelab Rotary Malaysia. Beyond the District, he is 2021-22 and 2023-24 Assistant Rotary Coordinator for Zone 10C, which consists of Brunei, Singapore and Malaysia.
KS is also actively involved in non-Rotary organisations. He is the Honorary Chairman of Kelab Pertanian Chui Chak, Vice President of Zhang Association KL & Selangor for 6 years and an active member in a number of other Chinese Guilds and associations.

Dato' Bindi Rajasegaran
CHAIRMAN
PDG Bindi Rajasegaran is a Past District Governor of Rotary International District 3300 Malaysia having completed her tenure as Governor on 30th June, 2022.
PDG Bindi is also the founding member and Director of the National Coalition for Mental Wellbeing and sits in the Advisory Council of the Promotion of Mental Health of the Ministry of Health, Malaysia. In 2017, when Bindi was nominated as District Governor Nominee, she decided to highlight the mental health agenda at the National level and make it a project of focus during her tenure of Governorship.
As a result, the District Action Group for Mental Health Initiatives was formed and now it has become a chapter of the Rotary Action Group of Mental Health Initiatives D3300 Malaysia. Bindi went on to initiate the National Coalition for Mental Wellbeing which is a platform for stakeholders in the mental health industry to come together to address this issue in a more concerted and unified manner.
She also serves on the Disciplinary Committee of the Bar Council of Malaysia and professionally, she is the partner and administrator of Raja Segaran Consultants, a leading consultancy in Malaysian Industrial Relations and Employment Law.
In her service in Rotary, PDG Bindi spearheaded the Peacebuilders Conference in 2019 addressing the unspoken issue of refugees in the country and their human rights highlighting the right for education for the refugee children, access to affordable medical, ability to work legally and official identification cards. She also organized the Global Climate Conference in July 2021, addressing the pressing issues of climate change. This conference attracted the attention of the British High Commissioner who quoted their efforts and showcased at COPs26, the Rotary Peace Park initiative which he visited.
PDG Bindi also served as the District Peace Scholar Chairman for 9 years collectively, highlighting the importance of conflict resolution and peacebuilding.
In recognition of her illustrious service in Rotary, Dato Bindi has been recognized with:
- Four Avenues of Service Citation for Individual Rotarians
- Rotary Foundation Citation for Meritorious Service
- Regional Service Award for a polio free world
Currently, discussions are ongoing with a leading University in Kuala Lumpur to host the Youth Peacebuilders Centre to provide a short-term course in peacebuilding for youth in the ASEAN region.

YB Dato' Dr. Xavier
CO-CHAIRMAN
Xavier Jayakumar s/o Arulanandam is a Malaysian politician and dentist who served as Minister of Water, Land and Natural Resources in the Pakatan Harapan (PH) administration under former prime minister Mahathir Mohamad from July 2018 to the collapse of the PH administration in February 2020, Member of Parliament (MP) for Kuala Langat from May 2018 to November 2022, Member of the Selangor State Executive Council (EXCO) in the Pakatan Rakyat (PR) state administration under former Menteri Besar Khalid Ibrahim from March 2008 to May 2013 and Member of the Selangor State Legislative Assembly (MLA) for Seri Andalas from March 2008 to May 2018. He was a member of the People's Justice Party (PKR), a component party of the PH coalition. He also served as the Vice President of PKR from November 2018 to his resignation from the party in March 2021. He is the father of the Vice Women Chief of PKR Sangetha Jayakumar.
He had proposed to amend the National Land Code passed in 2014 which allows the ownership of land to foreign citizens and companies through Section 433B with the approval of the state government.
On 1 May 2019, Xavier gave himself a rating of seven to eight out of 10 for his performance as the Water, Land and Natural Resources Minister in the Pakatan Harapan government, after being in the position for about a year.

PDG Leslie Salehuddin
Deputy Chairman and Country Chairs Advisor
Leslie Salehuddin has been a Rotarian for almost four decades.He was a Governor of RI District 3300 (encompassing Perlis to Negri) in Rotary Year 2009/10. Currently serving as the Regional Rotary Foundation Coordinator, looking after the interests of The Rotary Foundation in supporting 10 countries. Passionate about learning and development aspects of Rotary and doing good leveraging on the resources of Rotary clubs and partners.
Leslie was a district representative to the 2016 Council on Legislation and had also represented the then RI President Ravi at the District Conference in Lahore.
Apart from the many hats he is wearing, he is a Trustee of Yayasan Kelab-Kelab Rotary Malaysia, a Foundation of MalaysianRotary Clubs and on the Board of Visitors of a private hospital. He is also the advisor of the newly established District Committee onClimate Change and Food Security.
Semi-retired as a headhunter, Leslie now spends more time following his passion in Rotary, with spouse Ziela providing him much support.
